Some good players think that being the favorite is the deciding factor by itself is why I posted this. This is no double. As Casper and David reasoned it only matters if there is no hop in which case white is glad to have not doubled or if there is a good enough race number followed by a bad enough race number in which case White is glad to have doubled. The first case outweighs the second. And yes it would be difficult to do OTB.

I agree this position would not occur with perfect play. Note though that you could arrive at this position with perfect play by yourself if your opponent had made prior errors.
