Much as blue wouldlike to spring his runner, stepping up to the 21 puts him way utg with 4(!) builders aimed at it. 19 shots POH - that's just too many. In addition, the race deficit means blue wants to maintain contact.

So, the right idea seems to me to be to build our board and hope for a shot.

8/5(2) is a must. Then 13/7 to aim another builder at the homeboard.
