Except White's ahead in the race (so race?), and still behind in a priming battle after 13/7 8/7 (Brown already has the better 5 point, White's will be hard to fill in, White won't make the blocking 9 point, Brown will soon have multiple and safe builders for his 8, 9, 10 and 4 points). And after 13/7 8/7 many of White's numbers won't play well (mostly 4s and 5s). It won't get any safer for White to run a man into the outfield. After 24/17 (keeping the back men connected), Brown hits 53% of the time, to which White can enter and move up, or enter and move out again, or anchor, or hit back, with few really bad rolls; and misses the rest, after which White can run one man around, or "anchor" on the 17 point — from the initial position after 24/17 White will make the 17 point about 20% of the time.
