That only works if everyone is working. As long as half the votes are coming from 1 country the results are inevitably going to be skewed as it is a world of imperfect information.

The ambiguous voting criteria only adds to the perception shared by many that this is merely a popularity list.

Make the voting criteria more clear (cut out the "contribution to backgammon BS" and state more clearly that this is about perceived playing strength) and ensure a more representative distribution of voters, then you will have improved the poll a lot IMO.
