It's a Snowie rollout.

1. Although it is described as “3-ply (precise),” is this really a standard GnuBg 2-ply affair?

Snowie 3-ply = Gnu 2-ply

2. Was variance reduction used?

Yes (see below).

3. What is meant by, “5184 games (equiv. 165175 games)?”

5184 games with VR is equivalent to 165175 games without VR.
