(1) If you count rolls, as Stick said, the wrong play gives a lot more shot-leaving numbers. And fewer ways to make the 2 point cleanly.

(2) If you don't, generally the point further from the opposing anchor, here the 9 point, is going to be the hardest to clear, and you don't want a spare there and none on the 8 point.

But here the best play is 13/9 8/3:
