1. What I want most from the TD is for him to make very clear, in advance, exactly what the rules are and how they will be enforced, and make full copies of the rules available for anyone to see and read. Then, of course, I expect the TD to enforce the rules strictly and fairly and only make "exceptions" for "exceptional" reasons and to maintain fairness.
2. What should a TD keep in mind? That he will not be able to make everyone happy and that should not stop him from making a few people unhappy who break or bend rules or do dumb things because they don't bother to read or learn the rules. You have to risk hurting a few feelings to keep everyone else happy and to make sure the tournament is run fairly. If you don't like conflict, and you don't like unreasonable people getting upset with you, DON'T BE A TD!
And the most important advice I can give a director is to be sure he/she completely knows and understands the rules and how they should be applied. There is nothing more disgusting than a director who makes rulings that are not in keeping with the meaning and spirit of the rules, and I have seen this far too many times.
3. I believe that in addition to posting clear rules, the TD, if time permits, should explain and new or controversial or confusing rules and how they will be enforced. I believe he should also explain that the game is to be fun as well as exciting and challenging, and there should never be a time when two players should argue over anything, as the first sign of any disagreement, just call the director and let him settle things.
I believe there should be a very strong statement that good sportsmanship and fair play trumps everything else and all rulings and conflicts will be resolved with this in mind.
