Some time ago, I studied a set of positions that are very similar to the one you just posted. The most basic of these is 52S-21S-64, diagrammed above, which caught my fancy because of the 64 triplication. As I recall, H (Hit, 24/14*) is best, P (Point, 8/2* 6/2) is close (or very close?), and @ (anchor, 24/18 22/18) is a borderline blunder.
I found it a bit surprising that additionally giving White her 2pt (64P-52S-21S-64) has little impact. The ranking of moves is still H, P, @, and the margins don't change substantially.
Giving White her 4pt (42P-52S-21S-64), though, catapults @ into first place, solidly ahead of H, and I think P is a whopper. [Taking the theme still further, give White her 5pt (31P-52S-21S-64), and maybe H = whopper and P = double-whopper.]
Keene's position (diagrammed below) is the same as the one I just mentioned in the previous paragraph (42P-52S-21S-64), except that Blue has an additional 13/9 (from having played 41S+51S instead of simply 52S), but whatever effect the 9pt checker has, it shouldn't argue against @ on balance. There is also a 𤃁 score (instead of unlimited/money), but I can't imagine that would swing the play either. In conclusion, I feel certain that @ is the best move.
