I ain't no expert but will share my intuition to your generalization - By stepping up we provide our opponent with many good numbers: many high numbers hit the checker in the mid-board, and many small numbers point on head in the inner board. Add the way high doubles are played in either variation. In addition, I have learned that early in the game a blot on the bar point by itself shouldn't lead us to take extra risks and step up in an attempt to defend against a potential prime, but having made the bar point should have such an effect.
