The run in the outfield against three on the mid, with a much stronger board and against a poorly developed position often works out well because hits can be awkward, and even post hit leaves cleaning up to do. This will distract the Dillies from making points, and there is a bit of duplication going on as well. The advantage of this play over 22/13 is that if not hit, it creates a bit more flexibility, and that it keeps the last back checker in a place where it can run out directly past the mini prime.

Our board advantage allows us to think a bit more boldly, but 24/21 22/16 would be overdoing it, leaving the last back checker where it is more vulnerable to attack, and leaving some strong jokers for the dillies as well as some double hitters.
