Chouette rule prevalence: no consulting until the cube is turned

How prevalent is the "no consulting until the cube is turned" rule in chouette play?

Given that a chouette is to a significant degree a social game, I find it more interesting and fun to play without the rule, i.e., consult at any time (as long as you are in the game).
