It didn't cross my mind that slot was an option here, when this position came up. As Tim said slot is usually wrong when opponent has made her 5pt. It seems to me that duplication of 4's plays a decent role here, but perhaps not as much as danger of going to 22 pt and then being attacked there. Stepping to 22 pt gives her 3's and 5's to attack and many 4's to make key points. Stepping to 22 pt gives her killer 55 and 33 versus 44 if he slots instead.

I did play around with the position moving checkers around to see how that affects things. Move her blot from 11 pt to 10 pt, and 22, 8 looks stronger due to duplication of 3's. this theory is also supported by moving her anchor to 23pt – slot is very wrong. Move that blot to 9pt, and of course going to 22 pt is starting to look suicidal. Move her spare from 8pt back to midpoint, and it obviously makes him fear less of her attack, and now going to 22 pt is safer.
