My solution would be any position where a 66 would leave a position that is still a proper drop, but where a player might err and take. Here a 21 would be better leaving no room for a wrong take.
(Assuming the double is obligatory in both cases, either by Jacoby, or by having taking a checker off)
Similarily, a position where a 21 leaves me clearly strong enough to double, and the opponent may wrongly take, will be better than a 66 that makes the drop obvious.
