It was in version XG1 but not in version XG2. The normal convention is to ignore the benefit of outplays. If outplays are considered, the average PR for all players will reduce by maybe 0.3 to 0.5. All published PR lists to my knowledge ignore outplays (eg, Iancho's list, EBIF results).
