Here's the steps in my PayPal business account...

1. From the account summary page, click "Tools"

2. Click "Business Setup"

3. Click "On your website" / "Add a Payment Button"

4. Click the big blue "Create a Button" button

5. In Step 1, choose "Subscriptions" from the dropdown list and go from there.

I set one up years ago on my website, and I haven't had any required maintenance since.
