I see three reasons:
1) there is a big swing on 11 and 21 2) hitting the second blot does not help that much. If the prime is made and rolled it is already 90%+ and if opponent is able to anchor he may be better off than having one closed out. 3) if the shot is missed it may be covered which will help out opponent.
