My working reference for this type of positions is #117 from Advanced Backgammon. Here blue has 27 shots, which would indicate a pass for white if blue's containment game were in better shape. With the gap on the 3pt, however, it looks like a take for money.

Adjusting for the score, I'd guess that it's a small non-double at -7-8 and a small pass at -8-7. (Strong QF effect.)
