Yes it is clear. 13/9(2) forces White off his 20 point with 14 numbers — any 6 or 5 except 62 61 and 52. It also forces White to crack the home board with 4 more numbers than 6/4(2) 13/11(2) (41 42 43 and 44 are better while 11 and 21 are worse).
