Yes, this is what I would play too. I have to learn to stop and count pips in this sort of situation. Given that the pip count deficit is not too bad, we should look to see if there is a solid play.

White may not seem to have much of a prime but it's enough of a blockade to cause Blue some problems (as this roll itself illustrates). White has no spares to attack with so leaving a blot on the 23pt is not very risky. So 23/18 is the first part of the play, and then 9/6 the only 3 consistent with the game plan.
