or it's the player who is may be not skilled enough to represent the world?

Given the ease and frequency with which Victor throws down sub-3.0 PRs in national and international tournaments, this is certainly not the problem. I put Victor Ashkenazi on the short list of the world's top players. Definitely in the top 5, IMO.
