When to pull goalie in hockey?

Tampa Bay was losing 2-1 and had control of the puck with 1:35 left and didn't pull the goalie. With 1:10 left they did. What time remaining makes it correct? I do not know too much about hockey but thinking about reward-risk I am having a hard time seeing how it is not correct earlier than they did so.
