One can be confident that Play 1 has a higher equity than Play 2.

That is not the same as being confident that the equity difference between the two plays is 0.009 to three decimal places. For such a statement, we would want the confidence interval to be around 0.0005, which is 8 times smaller than 0.004, and so would require approximately 64 times as many trials.
