bad timed backgame

When the timing is bad then usually it's a high priority to get the highest possible anchors. So bar/24 23/21 would be my first three 1's. Then I don't see anything better than 24/23. The alternative of 22/21 gives us a spare to leap with a 5 without giving up our front anchor, but the 1 and 4 anchors don't work very well together.
