A reasonable consequence is simply that, if they pick up the dice before they hit their clock and the opponent hits theirs, they lose their delay setting for that move. Having to wait for their delay to run down is an irksome thing and, after one or two such occurrences, they are likely to start remembering the correct procedure - especially if they're low on time!

What this requires though, is an opponent who points out the penalty, and a player who graciously accepts it.
