Each of the expert voters endeavoured diligently to make serious and informed assessments of the leading active tournament players in the USA, without undue bias.

That's an interesting statement. I guess I'm beating Bob Koca to the question: "how is that measured?"

Was there any restriction on a voter putting him/herself on the list?

Hard to argue with that top 15. Certainly all super strong players. I'm sure I (or anyone, probably including the voters) could think of a few names who should be included, but that's almost always the case -- if you limit to 15 and I can think of 20...
