There are a number of differences between PR and ER, but the biggest one is the one in the subject line. Roughly speaking, ER divides the total equity loss by the total number of moves, while PR divides the total equity loss by the total number of non-obvious decisions. The definition of "non-obvious" is (ahem) non-obvious, but for example, forced moves are considered obvious, and cube decisions by a player that is holding the cube but hopelessly behind are usually considered obvious ND decisions (unless the player defies expectations and doubles, whereupon the decision is automatically deemed non-obvious).
