Explain tournament re-buys

I see at the Chicago Point tournament results page that the 28th Brazilian tournament of March 5-12, 2017 in Bahia, Brazil had "60 + 452 rebuys" in the championship division.

I take this to mean that there were 60 players but as they kept getting knocked out many kept buying back (452 times) into the tournament, some obviously several times.

Please explain the mechanics of re-buys.
