Question on Partners consulting

Assume "consulting after your cube is turned" and the box is allowed to "take a partner" if there are > x players in the chouette. Further assume that the stated rule is the partner cannot consult on checker play until "two cubes have been turned."

Should it matter whether the cubes are taken or passed?

Example: Box doubles captain and one other. Captain takes, other drops. Should the box gain a consultant when the captain does not?
