Why the one hand to move checkers rule is important

Looks like he is looking at the play and then while left hand is resting on table the right hand pushes an ace. This is immediately after having moved illegally on the previous play. Neither gave an advantage and the 44 play was very likely worse than making the 8 point but WTF. Two illegal plays in a row.
