Elementary cash game poker rules/strategy questions

This one should be easy.

In a cash game, may you increase your stacksize by buying more chips at any time (between hands, of course, not while a hand is in progress)?

If you stacksize has dwindled WRT the other stacks at the table, and assuming extraneous factors like emotion, bankroll size, etc. are not relevant, is there any advantage to NOT buying more chips?

I can imagine someone arguing "I can avoid being pushed out of a marginal hand since once I'm all-in I get to see the full board" but my gut feeling is that this isn't (in general) an advantage.
