I'd be shocked if it were right to shift 6/4(2) since, after hitting, it leaves 66 from the bar as a joker for white.

Actually, that's a red herring, worth less than .001 (I think). It is definitely not the reason that Blue should make a different play due to White's 1 pip change.

Believe it or not, there is a much bigger factor.
