Procedures for tournaments with re-entries

Does anyone have a brief set of procedures for tournaments with re-entries? I think the following features would be desirable:
1. Preliminary round. Pairings are determined by pure random draw.
2. Losers in the preliminary round may decide to re-enter the tournament. The re-entry fee amounts to 50 % of the original entry fee. A player may re-enter only once.
3. Round of re-entrants: The pairings are determined by pure random draw.
4. After the round of re-entrants there is a new draw for the first round of the single elimination phase. This draw is not purely random, since the following rules should be followed
a) Players who have already met each other – either in the preliminary round or in the round of re-entrants – are to be placed in different halves of the tournament tree, therefore players may meet each other not until the final.
b) Re-entrant players and byes (if necessary) should be distributed as uniformly as possible within the tournament tree.
c) If there are byes, all players must have equal chances to be given a bye.
5. Side pools: The entry fee for the side pool amounts to 50 % of the original entry fee. A player who re-enters does not lose his share in the side pool.
6. Calcutta pool: A player who re-enters does not lose his share in the Calcutta pool.
