Exception to the rule?

In backgammon game the rule is: if you can hit a checker on the 17 pt. hit it. If instead you could make the bar point, hit it! If instead you could make the five pint, hit it! You see where I'm going ... it's rarely correct to not hit the checker on the 17 pt. What about here? Exception or standard?
