Rules discussion 2, preventing unnecessary shuffling

... and another issue which has been debated a bit in the Norwegian BGF forum recently, what to do (if anything) with people who shuffle back & forh endlessly.

Can and should this be governed by the rules (and how), or are the current rules ( "A player shall move the checkers in an unambiguous manner") good enough to cover the problematic cases of shuffling?
