Posting a new thread on an old issue

I'm new here; I hope someone will let me know if I've violated protocol for starting a new thread on an issue (or related issue) already having been discussed. I am concerned that few (if any) people will scroll down to read a new posting on an old thread, but if I should post to the old one anyway no matter how old it is or handle it a different way, please let me know and I'll gladly conform.
