13/11 looks automatic for the 2, but let's take a quick look for any alternatives. The only plausible thing I see is 11/4, but this doesn't look better than either 13/11 6/1* or 13/11 13/8 so it looks like 13/11 really is the 2.

White's stronger board would argue for playing safe, but White has a lot of rolls that make good points: 1-3, 1-6, 2-4, 2-6, 3-5, 3-6, 4-6, plus various doublets. And 1-2, 1-4, 2-3, 3-4 at least make an outer-board point. 5-6 escapes White's last checker. Only 1-5, 2-5, and 4-5 don't play so well for White, and they're not exactly terrible rolls either. To me this means that the tempo hit 6/1* is essential. Although the position looks "quiet," White actually has a rather threatening position. This is easy to miss unless you take the time to go through White's rolls to see how well they play.
