It's always easy to get the White checkers out of the way, so I'll just list Blue's (rolls and) moves:

1) 21: 8/5
2) 21: 24/22 6/5
3) 21: 24/23 6/4
4) 11: 23/22 8/7 6/5(2)
5) 11: 21(2) 5/3
6) 21: 21/20 5/3
7) 21: 20/19 5/3
8) 31: 21/18 3/2
9) 11: 19/18 13/12 3/1
10) 11: 18/17(2) 13/11
11) 21: 13/10
12) 31: 17/13
13) 31: 13/9

(I believe the thirteenth blot can end up anywhere between the 19pt and the 14pt.)

You might want to double-check me, but I believe it works.
