Bye Score and Bye Balance

In our local club in Milano we run a yearly championship based on 30 events of regular season. During each event (average number of players equal to 26) a random draw is made. In each event points are assigned proportionally to winner, finalist, etc. At the end of the season, playoffs are played between the top players depending on their point ranking (1st and 2nd start from semifinals, 3rd and 4th start from quarterfinals, ...)
Byes have always been assigned randomly. However, following to recent complaints and to an analysis that showed that byes had an important role in last year final rankings, from next year we are considering to address the issue by assigning byes in a "piloted" way.
The idea is to have a Bye Balance for each player. This BB will show how lucky/unlucky each player has been in the previous events. By sorting the players from the lowest to the highest Bye Balance it will be possible to assign the n available Byes in a specific event to the n players with the lowest Bye Balance.
Initial Bye Balance for each player is 0.
Bye Score is computed in the following way:
BS = (a/b)-1
where
a: number of players in the specific event
b: number of hypotetical players in the full grid at the level where each player starts his tournament (8, 16, 32, 64...)
Examples
With 31 players: - The one player with a Bye gets a Bye Score of (31/16)-1 = +0.94 - The 30 players with a preround get a Bye Score of (31/32)-1 = -0.03
With 33 players: - The 31 players with a Bye get a Bye Score of (33/32)-1 = +0.03 - The 2 players with a preround get a Bye Score of (33/64)-1 = -0.48
After each event, the BB is updated by summing to the previous BB the BS of the evening.
In case you haven't noticed, the total sum of BS for each event is zero.
What do you think of such a system?
