A thought about clocks

Many chess clocks allow for 2 or more time controls per game (match). To avoid mad scrambles at the end of a match with only a small number of seconds of reserve time left, 2 time controls could be used. Most of the match could be played with a 12 second delay. In the event that the original reserve time was fully used, the player would move to a second time control. This could be set with 1 minute of reserve time and a longer delay. For the sake of discussion, let's say 20 seconds delay could be used. The idea would be to ensure enough time to perform the mechanics of a move without defaulting.
