Bill asks: does any player have the right to request (demand?) a monitor in any tournament match.
To request, yes.
WBF rule 1.3.3 OBSERVERS. The tournament director can, on his or her own initiative, or at the request of a player, appoint an observer to monitor a match. The observer has the authority to protect the player from illegalities. The tournament director has the right to charge a fee from the players, when an observer is appointed.
ABT rule 2.2.5 MONITORS. On his own initiative or at the request of a player, the Director may appoint a monitor to observe a match and protect against irregularities during play.
BIBA rule 2.5 Monitors. The Director may appoint a monitor to observe a match on his own initiative or at the request of any player. The Monitor shall have full powers to protect each player from an opponent's irregularities.
DBgF rule 1.1.3 OBSERVATØR. Turneringslederen kan, på eget initiativ eller efter anmodning fra en spiller, udnævne en observatør til at overvåge en kamp. Observatøren har fuld bemyndigelse til at beskytte spillerne mod ulovligheder. Turneringslederen kan opkræve et gebyr hos spillerne, hvis en observatør udnævnes.
