Player's Rights

At least three (my Danish is not up to scratch) of Daniels' quoted organisations provide protection from a players' illegalities, when a monitor is present. Does this mean that if, for example, a player completely failed to shake their dice, or clearly looked in the cup, that the monitor would grant the right to a reroll to the innocent party? And/or the right to a baffle box, if available?
Or would this perhaps instead result in merely a warning to the guilty party, thereby giving them at least one free go at dice manipulation - perhaps at a crucial juncture? (Please don't tell me this is impossible with a lipped cup.) With the much less serious infraction of premature rolls, the right to a reroll exists in many rule sets nowadays. Of course, few organisations attempt to define what constitutes a valid shake, or how many are required. None, I believe state you can't look in the cup. Yet some players do!
