Bob, the answer to your questions are very clear: the rules are unclear on this, as well as many other issues. I am in agreement with many that we should not change the actual rules to clarify these kinds of situations...that would make the actual rules of the game far to complex and detailed for the average bear. But I have advocated, for many years, that for serious tournament play, we do need a "guide" that goes into great detail in all these areas so that we all know what clearly is and is not allowed in major, important tournament play where the stakes are high and the players are highly experienced (or should be) and there should be as little ambiguity as possible relative to what is and is not allowed.
Most of us agree on what "should" and should not be allowed in most cases, but because these things are unwritten, and because we do not always agree, we have ambiguity, and that leads to conflicts and misunderstandings and also puts both players and tournament directors in a tough place relative to what to do when someone does something "questionable."
So the answer to your question is that under the current rules and policies, no one can say for certain what is and is not correct.
I can give you dozens of other examples that fall into this same criteria. The ABT directors (and others) have resisted having firm rules and guidelines for years, and I have fought them for years....a losing battle by the way.
More and more people are crying for more definitive guidelines and rules worldwide, and I am hoping this will result in acceptance of such a document that I am working on with Chuck Bower and Jeb. It is a laborious process, but I hope we will have something to present within the next few months.
On this particularly issue, even if you and I and others disagree on what the rule should be relative to touching or moving checkers, wouldn't it be nice to know exactly what the rule is so that you know whether or not you can stop your opponent from doing something? Personally, I don't mind if he does touch the checkers when it is his turn so long as he doesn't move them from one point to the next, but if the rule says that he can't, that means I can't either, and I would stop him from doing so. If the rule says that he can, that's fine too...there are several rules I don't like that are the current rules of the game, and I'm willing to abide by them and expect my opponents to do the same. But one way or another, I want to know what the rule is.
