I'm going to answer all your question with of course. That's why I prefaced my first answer with There are surely limits but those limits should fall within' common sense. The question as originally posed was should an opponent be allowed to touch the checkers when it's his turn to make a decision to help him get a pip count. The answer to that still remains 'of course' because of the situations where opponents stack on points and one needs to see/verify how many are on that point. Getting to your question as a more specific example where it is noted this doesn't exist in this position of course changes things. It would would be a big piece of work to write these rules in but it would be nice if they existed.
Another for eg is when some people count they may lightly touch the group of checkers mentally saying "30+24+39" to themselves, esp. w/checkers on their side of the board. Does this fall under the same punishment if we make it illegal as someone who actually moves them in your scenario? I'm all for a cleaner game but I'm also for common sense and not getting so petty that we take some of the enjoyment out of the game.
