I agree Chuck.

If I were a TD and a guidebook on rules existed, I would happily announce in advance that I would rule according to the guidebook, then do that, and expect that would eliminate 95% of the ruling hassle.

And as a player, I would be happy to participate in a tournament in which the guidebook is used, expecting a minimization of annoying conflicts.

So I'd welcome this effort and believe that given his background and experience Phil would be very well qualified to do it. I am too lazy to check who would work with him, but when I read the names I was happy because these are players that have demonstrated common sense in their posts here - that I remember.
