Any extra rule complicates the complexity of the rules. That is primarily what I meant.

A secondary meaning is that by creating two versions of the game, you introduce extra complexity because now one has two separate games to master and not just one.

But let's focus on the more narrow question of whether a Jacoby-rule version of match play will actually just simplify cube decisions. Without any direct experience, it's hard for me to be sure, but I would guess that some decisions would disappear but some new ones will appear. For example, right now, when I currently play at 3a8a, I often can't tell whether the position is ND/T or TG/P, but from a practical perspective, I don't really care that much. With the Jacoby rule in force, I'd be forced to sort out which is which.
