'Why couldn't it exist between equal players? Suppose there is a borderline take in a position where one side would have all the tough decisions. Also do the players know they are equal?'

I guess, theoretically, it does exist, although the risk/reward against an equal opponent would make it very rarely a correct strategy, unless the difference in equity between the two decisions was tiny. Obviously, the players of equal strength would be required to have different weaknesses for one of them to employ this strategy and the resulting game, after the inferior decision, would need to be one that had a reasonable chance of exposing the opponents weaknesses, without exposing those of the player employing the strategy.
