This is a tough case. Even when players are keeping score, they don't always write down the match length, so it wouldn't necessarily have made any difference.

If two players are about to start their match when the TD walks over and says "I'm changing the match length to 5," it seems to me that it officially becomes a 5-point match, even if one of the players doesn't hear him or doesn't understand. Any other result would effectively penalize the player who did pay attention.

But as I think about this situation, I keep coming back to the principle that the TD needs to hold himself to a higher standard when he's playing in his own event. He should have gotten some kind of confirmation that the opponent understood the correct match length, and he didn't. In my first example, there's nothing we can do because it's not the other player's fault, but in this case both players share some responsibility.
