I believe I mischaracterized the frequency of enforcement of these cutoff times in my initial post. The cutoff times are in force in every local event, and matches are shortened, or clocks inserted, as needed. Selective enforcement by the TD is not an issue. I can't say for certain how often these measures are implemented, but if I were to take a WAG, I would say once every other event.
