The race is one pip from being even. The 18-point could be a problem in the future, but not making it this turn could be a problem immediately.

8/4 seems like the natural continuation. 13/9 gets ready to clear the midpoint, but I don't see the pressure to do so this turn. Again, with the race being close it doesn't look like Blue will want to commit to a pure 18-point holding game (i.e. as in giving up the midpoint) right away. If that becomes the GP then it is quite likely Blue will be able to shift gears at that time.
