I think the lack of scorekeeping by Player B is irrelevant

I agree. I split the difference because this was a TD error, not an error by one of the players. It happened in this case the TD was one of the players, but he made the error while acting as TD. Errors by the TD are not normally penalized (except by a lot of grumbling). Since both players were blameless, I thought splitting the difference was the least unfair to both. What else can you do, except flip a coin?
